This is a great breakdown for those confused by the CDC. They've really missed the mark on communicating to the public but it's partially due to politics.
Also, low risk still has risk. Outdoor spread is still possible but it is significantly less likely than indoors... still, follow the general idea that you should do what you can to use multiple layers of different reductions of risk:
-Wear a mask rather than don't wear one
-Be outside instead of inside
-Stay further away from people rather than closer
-Limit your networks (fewer people in the network in general rather than just fewer people at one time)
-Limit your time in-person with others (less time exposed = less virus transmitted = good)
... so wearing a mask while outside and staying 6 feet away from others in a small group for a limited amount of time is about as good as you can do to limit your contribution to the spread and each element of protection that you remove leads to your risk of contribution going up a bit.
